The key elements of the brief for providing a customer focussed council facility were to address the barriers (both physically and psychologically) between the public and staff, and the length of perimeter needed to accommodate the facilities which require a public/staff separation.
The ‘L’ shaped building provided a perfect opportunity for maximising this perimeter: reception facilities facing a corner entrance; public toilets adjacent to a waiting area; interview rooms and a secure cash facility along one wing; and more open plan counterpoints accommodated in the second wing.
The design was driven by the need for fully accessible facilities in a calming environment. A feature coloured bulkhead with concealed lighting was used as a device to link all the public fronted uses for wayfinding.
